Refund & Cancellation Policy
Version 1.1
Effective Date: 2026-10-25 (America/Chicago)
1. REQUESTING CANCELLATION
Use the authenticated Cancel / Request Cancellation action for the request, or billing@pigeonserve.com or support@pigeonserve.com. Receipt occurs when the system records the authenticated submission or the applicable mailbox receives the message. Cancellation is not retroactive to earlier work.
2. PRICES AND SEPARATE CHARGES
The price and service-specific scope presented and accepted at checkout/order control. Process Service, Stake-Out, Skip Trace and Student prices, deposits, attempt limits, rush levels and included work are shown before purchase; these Terms do not invent additional prices.
Approved fixed PIGEON fees for enabled services: E-Service $40 per recipient package and In-Person Court Filing $50 per qualifying completed request. E-Filing is not available for live submission and has no approved PIGEON service fee. Court/government/provider charges are separate. Processing charges and tax are itemized where applicable. Additional court funding requires explicit Client authorization. Worker compensation is separate.
2A. SERVICE-SPECIFIC PRECEDENCE
Service-specific cancellation/refund provisions take precedence over the general Refund & Cancellation Policy when they conflict, subject to mandatory law. Where the service-specific rules expressly guarantee a refund, including the full $40 E-Service fee for an Admin-approved cancellation before recipient invitation, that entitlement applies after eligibility/payment verification. Other cancellation and refund outcomes require authorized Admin review under the applicable rules; cancellation approval alone does not create an additional refund entitlement. PIGEON service fees, court/statutory fees, provider/processing fees, payment instruments and worker earnings remain separate. An incurred or paid third-party, court, statutory or provider fee is not promised refundable when PIGEON cannot recover it.
Wallet is unavailable. Wallet top-ups, wallet payment application and production wallet spending are not offered until separate Wallet terms and operational rules are reviewed and explicitly approved. Preserved historical or test balance representations do not activate wallet services.
3. BEFORE WORK STARTS
If cancellation is received before PIGEON/worker substantive work starts and before a nonrecoverable third-party fee is incurred, refund the PIGEON service fee in full. Identify any third-party amount already irreversibly incurred and excluded from refund.
4. PARTIAL WORK AND PROCESS SERVICE
Use only documented actual authorized work: assignment/work start, field attempt, qualifying travel under accepted terms, Stake-Out time, research, filing preparation/submission and nonrecoverable third-party charges. No arbitrary penalty.
Before the first ordinary Process Service field attempt, refund the unused portion after documented qualifying work/nonrecoverable costs. After the first field attempt, the base fee is generally nonrefundable except verified PIGEON billing/performance error. A Rush premium becomes nonrefundable once expedited handling or dispatch begins.
5. STAKE-OUT
No separate automatic cancellation penalty. Before worker reservation/dispatch/work starts, refund the PIGEON amount in full excluding unavoidable third-party costs. After commitment, travel or work starts, charge only documented authorized/reserved/elapsed work and nonrecoverable costs; refund unused balance. If PIGEON cancels before work, full refund.
6. SKIP TRACE
Before research starts, full refund. After research starts, the research fee is generally nonrefundable merely because no useful result is found. For verified material PIGEON error, provide at least one of no-charge corrected/re-run research, account credit or Admin-approved refund based on the failure.
7. E-SERVICE
The PIGEON E-Service fee is $40 per recipient/package, payable immediately. Unpaid packages may be cancelled/deleted by the Client under the approved workflow. After payment, a Client may request cancellation; Admin decides whether to cancel or continue. If Admin approves cancellation before any secure invitation has been sent to the recipient, PIGEON refunds the full $40 E-Service service fee after payment and cancellation eligibility are confirmed, subject to applicable law. If an invitation has already been sent, Admin evaluates any refund request individually using verified service activity, applicable law, and payment records. A cancellation request alone is not an approval or a refund instruction. Electronic delivery does not guarantee court/legal sufficiency.
8. STUDENT / COURSE
A Student refund may be eligible only when all ordinary conditions are met: the request is received within 168 consecutive hours after successful payment, less than 10% of the applicable course has been accessed, the final assessment has not been completed, no certificate has been issued, and no other applicable non-refundability condition or legal exception prevents eligibility. Eligibility and any refund remain subject to authorized Admin review; this calculation does not automatically issue or authorize money.
Purchase time is the authoritative successful payment/settlement timestamp recorded for the purchased course, not enrollment creation, an unpaid submission or a browser-supplied date. The ordinary request window is a full 168 consecutive hours after the authoritative successful payment timestamp, evaluated using trusted server timestamps rather than purchase-date or local-midnight counting. The request receipt time is recorded by the server. A request after the 168-hour cutoff does not meet the ordinary timing condition.
Accessed progress is the number of unique canonical instructional lesson/page units with qualifying access recorded by the existing server attendance system, divided by the total canonical instructional units configured for the purchased course. In the current system, a unit counts when the server has recorded positive qualifying attendance credit for it. Each unit counts at most once; repeated visits do not increase the numerator. Elapsed browser time, client-reported progress and lesson completion percentages do not determine this fraction. The final exam is excluded from the denominator. Less than 10% may satisfy the progress condition; exactly 10% or more does not. The comparison uses the unrounded counts.
Completion of the final assessment, whether passed or failed, or issuance of a certificate independently prevents ordinary refund eligibility. Starting an assessment is not the same as completing it. Existing lesson/page timers, Continue/Next requirements, the 40-question final exam, 80% passing score, two-hour exam timer and certificate requirements remain unchanged.
Authorized Admin review must consider the actual payment/refund state, applicable policy conditions, payment-provider limitations and any mandatory legal rights or exceptions. Requests outside ordinary criteria may still be reviewed for an applicable exception; this does not promise an exception or refund. Existing duplicate-payment, PIGEON technical-failure and course-cancellation provisions remain subject to the applicable policy and authorized review. If PIGEON cancels without an equivalent remedy, the existing unused-course refund provision remains, subject to that review. Refund processing follows the Refund & Cancellation Policy.
8A. IN-PERSON COURT FILING
The PIGEON service fee is $50 per qualifying completed In-Person Court Filing request, separate from court/statutory fees, payment instruments, authorized reimbursements and worker earnings. Filing success is not guaranteed. A proper attempt prevented by qualifying external circumstances requires Admin review; a Client-supplied bad address does not remove the $50 fee after a proper attempt. Worker-fault or no-proper-attempt outcomes do not authorize worker earnings. Cancellation requests and any refund/adjustment require review of the authoritative attempt, fee and outcome records; no court charge is silently treated as the PIGEON fee.
Original documents or physical payment instruments must follow the approved office inventory, dispatch and assigned-worker receipt/contents-confirmation process. Carrier delivery alone does not establish custody authorization, and an image of a check is not its physical original. Admin destination, fee and release controls apply. The final output is a Court Filing Confirmation for Filed, or a Court Filing Visit Report for Not filed, supported by actual evidence; no service affidavit is created.
8B. E-FILING
E-Filing is Coming Soon and is not available for live court submission through PIGEON while Texas EFSP integration and certification are pending. No PIGEON E-Filing service fee has been approved or activated. Before any future eligible filing and charge, PIGEON will disclose its approved service fee, court charges, third-party provider fees, and applicable refund and rejection treatment. A draft or simulated status does not establish submission or court acceptance. Court acceptance/rejection is determined by the receiving court; no court outcome is guaranteed.
9. COURT COSTS AND ADDITIONAL FUNDING
Never silently charge extra court costs. Each supplemental request requires explicit Client authorization. PIGEON service fee, court fee, provider fee, processing/tax and worker earning remain separate. After completion/reconciliation release/refund unused authorized court funds to the extent not incurred; amounts already paid to a court/provider may be nonrefundable.
10. PROCESSING AND NOTICES
Target acknowledgment within 2 business days; review/decision normally within 5 business days; submit an approved refund to the processor within 2 business days after approval. Bank/card posting is controlled by the provider/financial institution and may take additional business days; no posting date is guaranteed. Provide account/email status and preserve original payment/refund history.
